Try connecting your device to another computer. Follow these additional steps for your Mac or Windows PC. Restart your iPhone, iPad, or iPod touch. After that, open This PC (or My Computer) to check if the WD external hard drive is showing up. 
Right click the Unallocated space and choose ‘New Simple Volume’, then follow the wizard to create a new volume.
Unplug all USB accessories from your computer except for your device. If you find your WD external hard drives shows unallocated, just create a volume for it. 
If you can't unlock your device because you forgot your passcode, find out what to do.
If you see a Trust this Computer alert, unlock your device and tap Trust. If you're using iTunes, make sure you have the latest version. This can cause a device to not show up as an input/output device in System Preferences > Sound even when there is nothing wrong with the device itself, or cause the device's MIDI ports to not show up. Check that you have the latest software on your Mac or Windows PC. On rare occasions, a Mac preference file relating to audio devices may become corrupted. Make sure that your iOS or iPadOS device is turned on, unlocked, and on the Home screen. Follow these steps and try to connect your device again after each step. so i either figure this out or its a super valuable, upgraded computer down the drain.If your computer doesn't recognize your connected device, you might see an unknown error or a "0圎" error. I've been researching this for about 3 months and it seems that the only way to sell this POS apple paperweight, is to either succeed at what im trying (and my specific problem seems to be either extremely rare or non existent), or get Apple to gift me store credit for the OS X that i need. 
Upon holding option key on boot, my recovery drive shows, and nothing else. the download contained only a dmg file and i used TransMac on windows to create the bootable usb. Except the last supported OS for my mac is El Capitan, which is the ONLY OS that cant be downloaded from Apple's website (why? thats really stupid), so i downloaded the install dmg from a 3rd party site. So I attempted to make a bootable USB drive.
I made the terrible mistake of wiping my drive so i could sell the mac, and realized i cannot reinstall OS x without being the original owner of the mac.
